How to run it

  1. 1Set the agenda with the parish priest and the chair, and send it with written ministry reports a week ahead.
  2. 2Begin with Scripture and silence. It sets the council apart from a committee meeting.
  3. 3Give most of the evening to one pastoral question, discussed in small groups, rather than a string of reports.
  4. 4Write recommendations clearly and note the pastor's response, since the council advises rather than decides.
  5. 5Publish a short summary for the parish so parishioners know what the council is working on.

Questions people ask

What does a parish pastoral council do?
It helps the parish priest look at the parish's pastoral life, study it and propose practical responses. In Catholic canon law (canon 536) it has a consultative vote: it advises, and the pastor presides and decides.
Is the pastoral council the same as the finance council?
No. Canon law requires every Catholic parish to have a finance council (canon 537), which advises on money and property. The pastoral council focuses on mission and parish life.
Does this work for a Church of England parochial church council?
Yes, with changes. A PCC also has legal responsibilities for finances and buildings, so add the treasurer's report and fabric items, and follow the Church Representation Rules. Civil parish councils are local government and follow different rules.
