How to run it

  1. 1Open by reading the hearing rules and asking for conflict-of-interest disclosures.

  4. 4Enforce decorum: no demonstrations during testimony.

What is the order of a public hearing?
In Larimer County: the chair opens and reads the rules, staff presents, the applicant presents, the public testifies, the applicant responds, staff responds and the board asks questions, the hearing closes, then deliberation and decision.
How long can each person speak at a public hearing?
Larimer County allows about 3 minutes per commenter, with about 10 minutes for the applicant and 5 for rebuttal. Local rules vary.
Can I comment on a quasi-judicial matter during general public comment?
Not in Monroe WA; quasi-judicial matters can't be argued in general public comment and are heard at the hearing.
