In short

A board of supervisors meeting is the regular public meeting where a county's elected board acts on budgets, contracts, ordinances and land use. This 150-minute agenda follows the usual county order: ceremonial items, public comment, consent calendar, departmental items, noticed public hearings, closed session report-out and board reports.

What's inside

By the end of this meeting, the board acts on the consent calendar, departmental items and noticed hearings in public, after hearing from residents. The full agenda is drawn to scale above: every block has its own timer when you run it live.

How to run it

  1. 1Publish the agenda by your state's deadline (72 hours before a regular meeting under California's Brown Act) with hearing times clearly marked.
  2. 2Schedule hearings as time-certain items and use the block timers to move other business around them.
  3. 3Keep routine contracts, claims and appointments on the consent calendar; any supervisor can pull an item.
  4. 4Take every official vote by motion and roll call, and have the clerk record movers, seconders and results.
  5. 5Use the summary afterwards as the outline for the clerk's action minutes.

Questions people ask

What is a consent calendar at a board of supervisors meeting?
A list of routine items, such as contracts, claims and appointments, approved together in one motion. Any supervisor can pull an item to discuss it separately.
Is a county commission the same as a board of supervisors?
They do the same job: a county's elected governing board. California, Arizona, Iowa and some other states call it a board of supervisors; many states call it a county commission.
Can the public speak at a board of supervisors meeting?
Yes. Boards take general public comment on items not on the agenda and comment on each agenda item. Time limits per speaker are set by the board's rules.
