What's inside

By the end of this meeting, the council hears residents, approves routine items in one motion and acts on each item of business in public. The full agenda is drawn to scale above: every block has its own timer when you run it live.

How to run it

  1. 1Post the agenda and packet as far ahead as your state's open meeting law requires, and put the join QR code on the agenda for residents.
  2. 2Announce public comment rules (time per speaker, no action on new items) before the first speaker.
  3. 3Put minutes, bills and routine approvals on the consent agenda so the council spends its time on real decisions.
  4. 4Take every official vote by motion and roll call. Use phones only for the residents' advisory pulse.
  5. 5Send the summary to the clerk after the meeting as a starting point for the minutes.

Questions people ask

What is the order of a town council meeting agenda?
Call to order and roll call, approval of the agenda, public comment, the consent agenda, reports, unfinished business, new business, announcements and adjournment. Your charter or rules of procedure may set a different order.
What's the difference between a town meeting and a town council meeting?
At a New England open town meeting, registered voters act as the legislature and vote on warrant articles, led by a moderator. At a town council or township board meeting, elected members vote and residents comment.
What is a township meeting?
Usually the regular meeting of the elected township board. Some states, such as Minnesota and Illinois, also hold an annual township meeting where residents vote on certain items directly.
